For the City of San Diego Water Department’s Strategic Plan, Brown served as project manager, facilitating meetings with city representatives and 41 designees from relevant San Diego business and environmental interest groups. The information gathered and consensus reached in these meetings served as the backbone of the initial Strategic Plan, which served as the basis for City Council approval of a nearly $800-million capital improvement program and a water revenue plan to support the recommended infrastructure improvements. Noted for being both “creative” and “impressive” in its approach to water supply alternatives, the document was given an “Orchid” as part of the annual “Orchids and Onions” design and construction competition in San Diego.
