OCWD Groundwater Replenishment System
Brown served as the CDM Smith officer-in-charge of the design consultant team during the construction phase of the Groundwater Replenishment System (GWRS). GWRS was developed by the Orange County Water District (OCWD) and the Orange County Sanitation District (OCSD) to take secondary effluent from OCSD and further treats the water using microfiltration, reverse osmosis, and untraviolet disinfection. The highly treated water is then be transported to a system of seawater intrusion barrier wells and to a spreading basin for groundwater recharge. The project is one of the largest water reclamation for indirect potable reuse in the world with an output capacity of 70 mgd, expandable to 130 mgd. The total construction cost for the project is approximately $500 million.
Seattle Public Utilities Tolt Water Treatment Plant
Brown served as the CDM Smith officer-in-charge of the 120-mgd Tolt Treatment Facility design/build/operate project. He also served as vice president of the joint company of CDM Smith and American Water Services selected for the project. Seattle Public Utilities has established in international reputation for innovative alternative delivery projects, with the Tolt Treatment Facilities serving as an industry model of successful DBO procurement. The plant has been operational since late 2000 after four consecutive five-year renewals of the original service agreement.
MWD Pure Water Southern California
In 2015, Brown served as the initial program manager for Pure Water Southern California. Since then, he has provided program management services for the new water purification project to reuse water currently discharged to the Pacific Ocean for recharge of regional groundwater basins and future direct potable reuse. Through a partnership with the Sanitation Districts of Los Angeles County (LACSD), the Metropolitan Water District of Southern California (MWD) is building a new purification plant and distribution lines to groundwater basins in Los Angeles and Orange counties. Brown was the program manager during the feasibility analysis phase of the program, and provided support services during the preparation of conceptual design studies, as well as the design and construction of an advanced water purification demonstration facility (pictured above). He is currently on the team providing engineering and planning support for the environmental permitting of the advanced water treatment facilities.
